The Banks Came Back, and the Market Is Still Priced for 2015

Greece is the market that came back. A decade after the debt crisis wiped out most of its stock exchange, Athens has recapitalised banks that pay dividends again, an investment-grade sovereign, a tourism and shipping economy running near capacity, and an index-provider debate about whether it still belongs in emerging markets at all. It remains small, cheap and thinly followed, which is the combination a factor screen is built for. The list below is where Quality, Value and Momentum agree.

Four banks are the story of the Greek market. National Bank of Greece, Piraeus, Eurobank and Alpha were recapitalised three times during the crisis, carried non-performing loans above forty percent of their books, and were effectively nationalised through the bailout fund. Between 2019 and 2024 they sold or securitised the bad loans, returned to profit, resumed dividends and were reprivatised, and they now make up a large share of the Athens index and of its daily trading. Around them sit the companies that survived the decade: OPAP in gaming, Jumbo in retail, Motor Oil and HelleniQ in refining, PPC in power, the Athens airport and the port of Piraeus, the construction groups now rebuilding the country on EU recovery money, and a bench of family-controlled industrials, several of them (Titan, Viohalco, Cenergy, Coca-Cola HBC) redomiciled to Belgium or Switzerland during the crisis while keeping Athens as a home market.

Valuation is the reason to look. Greek equities trade at a discount to the rest of Southern Europe that has narrowed but not closed, the domestic investor base was hollowed out by a decade of losses, and foreign coverage is thin outside the banks. The Value pillar therefore finds a lot in Athens, and the Momentum pillar has been the more useful guide since 2019, because the re-rating has arrived in steps, each one triggered by a rating upgrade, an index decision or a bank returning to dividends. The Quality pillar separates the businesses that earned their way out of the crisis from the ones that merely survived it.

Disclosure follows the EU Market Abuse Regulation and the Greek transparency law, and MoatMap reads the exchange's own filings. Managers and closely associated persons must notify trades within three business days, and the Athens Exchange publishes the notifications with the person, the role, the instrument, the volume and the price; major-holding notices under Law 3556/2007 file through the same channel when a holder crosses 5%, and buybacks (own-shares purchases) are announced daily. Access is easier than it was. Most international brokers offer Athens trading, settlement is in euros so a euro-based investor carries no currency risk, and a few of the largest names trade as US ADRs. Greece withholds 5% on dividends paid to non-residents, one of the lowest rates in Europe, but levies a small transaction tax on sales. Liquidity is the practical constraint: outside the top twenty names daily volumes are thin, and a position in a Greek mid cap should be sized for the exit as much as for the entry.
