The State, the Mid Caps, and Which One You Are Buying

Warsaw's index weight belongs to the State Treasury. Orlen in energy, PKO BP and Pekao in banking, PZU in insurance, PGE and Enea in power and KGHM in copper are all majority or effectively state-controlled, and their dividend policies, capital spending and occasional windfall levies move with the political cycle rather than with the business. That is the single biggest thing to know before reading a Polish list: a high Value score on a state champion is partly a discount for that control, and it can persist for years. The mid caps are a different market. Software, IT distribution, construction chemicals, fuel retail, tour operators and specialty manufacturers are mostly founder-run, and it is where the screen tends to find its Quality.

The domestic investor base changed shape a decade ago and the market is still adjusting. The 2014 reform gutted the private pension funds that had been Warsaw's natural buyer of mid caps, and it took the employee capital plans introduced in 2019 to start rebuilding a domestic bid. Foreign institutions fill part of the gap and retail participation is rising, but coverage of anything outside the WIG20 is thin. For a screen that is the point: a well-run Polish mid cap can sit at a single-digit multiple for a long time simply because nobody with a mandate is looking, and when it re-rates the move is large.
